It is unfortunate that President Biden chose to announce his pause of some weapons sales to Israel while on a political campaign swing through Wisconsin. I use that word — “unfortunate” — not because I don’t understand why Biden did so, but because the move has enabled Benjamin Netanyahu to deflect attention from the fact that the most dangerous leader threatening Israel today is not Biden but Bibi. Netanyahu’s policies have not and will not produce a sustainable victory in Gaza, cannot secure Israel against its greatest existential threat — Iran — and are endangering world Jewry and undermining America’s broader Middle East strategic needs and goals. That is the real source of tension between Washington and Jerusalem today. It is not Biden’s temporary hold on sending Israel a fresh supply of 2,000-pound bombs and some other offensive weapons — which Biden has been warning Israel for months that he would do if Israel attempted to pulverize Rafah, the way that it did Gaza City and Khan Younis, without an evacuation of civilians.

CNN —A major US health care system said Thursday that it is diverting ambulances from “several” of its hospitals following a cyberattack this week. The sprawling health care network, which also owns 40 senior living facilities, said that it would be using “downtime procedure for some time,” because of the cyberattack. It was not clear how many Ascension hospitals were sending ambulances to other locations because of the cyberattack. It’s only the latest major hacking incident that has hobbled a big US health care network and sent US officials scrambling to offer support. A February ransomware attack on Change Healthcare, a subsidiary of health care giant UnitedHealth Group, caused billing disruptions at pharmacies across the US and threatened to put some health providers out of business.

The Biden administration is set to announce new tariffs on Chinese electric vehicles and other goods as early as next week, according to people familiar with the matter, as President Biden looks for ways to protect America’s nascent clean energy sector from a surge of cheap Chinese imports. The long-awaited tariffs are the result of a four-year review of the levies that former President Donald J. Trump imposed on more than $300 billion of Chinese imports in 2018. That includes Chinese electric vehicles, which currently face a 25 percent tariff. The administration is expected to raise that to a much higher rate in order to make it prohibitively expensive to buy a Chinese EV. The administration has been considering tariffs as high as 100 percent, according to a person familiar with the deliberations.

On the night of Sept. 2, 2018, a fire swept through the National Museum of Brazil, devastating the country’s oldest scientific institution and one of South America’s biggest and most important museums. On Tuesday, the museum announced that it received a major donation of ancient Brazilian fossils to help rebuild its collection ahead of a scheduled 2026 reopening. Burkhard Pohl, a Swiss-German collector and entrepreneur who maintains one of the world’s largest private fossil collections, has handed over to the National Museum about 1,100 specimens, all of which originated in Brazil. “The most important thing is to show to the world, in Brazil and outside Brazil, that we are uniting private people and public institutions,” Alexander Kellner, the National Museum’s director, said. “We want others to follow this example, if possible, to help us with this really herculean task.”

Billions in federal subsidies for semiconductor manufacturers are expected to help reverse a decades-long decline in America’s share of global chip manufacturing. As a result, America’s share of world chip manufacturing is expected to rise for the first time in decades, to 14 percent by 2032, up from about 10 percent today. The report found that much of the industry’s growth would be fueled by the bipartisan CHIPS Act, which gave the Commerce Department $39 billion to encourage semiconductor manufacturing in the United States. Absent that legislation, America’s share of global chip manufacturing would have fallen to 8 percent by 2032, according to the report. The United States is also expected to see a substantial boost in the domestic production of advanced logic chips, which are used in artificial intelligence, smartphones and autonomous vehicles.

CNN —Judge Juan Merchan has found former President Donald Trump in contempt for violating the gag order in his hush money trial for the 10th time and said he’ll consider jail time going forward. Last week, the judge fined Trump $9,000 for nine previous violations of the judge’s gag order. Violations of the gag order are punishable by a fine of up to $1,000, by jail time of up to 30 days, or both. In a statement, Trump campaign spokesman Steven Cheung called the gag order “unconstitutional and un-American” and criticized the judge and his ruling. In a written ruling, the judge said those comments violated the gag order.

A prolonged stress response may contribute to anxiety, which can cause people to perceive danger where there is none and obsess about worst-case scenarios. America’s collective national body is suffering from a chronic case of China anxiety. These measures all have a national security rationale, and it is not my intention here to weigh the merits of every one. But collectively they are yielding a United States that is fundamentally more closed — and more like China in meaningful ways. It was a welcome conclusion for the multibillion-dollar sport imperiled by frequent racing fatalities, reckless breeding, dodgy doping practices and the old-fashioned greed of veterinarians, trainers and owners. Last year, 12 horses perished at Churchill Downs in the days surrounding the famous race. Two weeks later, a horse trained by one of the sport’s most recognized trainers died at Pimlico Race Course. Ambulances rumbled onto the track, emergency workers erected privacy screens and, behind them, vets euthanized the horses with injections. All of it put the social acceptability of one of America’s oldest sports at risk.

Xi Visits Europe, Seeking Strategic Opportunity

On his first visit to Europe in five years, the Chinese president, Xi Jinping, appears intent on seizing opportunities to loosen the continent’s bonds with the United States and forge a world freed of American dominance. The Chinese leader has chosen three countries to visit — France, Serbia and Hungary — that each, to a greater or lesser degree, look askance at America’s postwar ordering of the world, see China as a necessary counterweight and are eager to bolster economic ties. At a time of tensions with much of Europe — over China’s “no limits” embrace of Russia despite the war in Ukraine, its surveillance state and its apparent espionage activities that led to the recent arrest in Germany of four people — Mr. Xi, who is arriving in France on Sunday, wants to demonstrate China’s growing influence on the continent and pursue a pragmatic rapprochement. For Europe, the visit will test its delicate balancing act between China and the United States, and will no doubt be seen in Washington as a none-too-subtle effort by Mr. Xi to divide Western allies.

Invigorating growth is critical: When the economy expands, it improves standards of living, promotes innovation and makes households wealthier. Economic growth in Spain and France was stronger than expected last year. But the US is outperforming mainly for one key reason: Robust productivity growth. CNN —The news this week that Elon Musk laid off Tesla’s entire Supercharger team sent shockwaves of uncertainty through the industry tasked with building America’s new network of EV chargers. A fast and reliable charging network is an essential ingredient in getting more people to switch from gas-powered vehicles to electric, and some early types of chargers proved less than dependable. Tesla had a superior charging network long before President Joe Biden set an ambitious goal to install half a million stations around the US by the end of the decade. “There are many, many charging companies out there,” an EV industry source told CNN. “Charging is a difficult business, there’s no doubt about that,” the EV industry source said.
